KOTA KINABALU (April 15): The Federation of Chinese Associations Sabah (FCAS) welcomes and supports the call made by Deputy Chief Minister Datuk Dr Jeffrey Kitingan, urging the Sabah state government to seek the Federal government's consent to develop Sabah into a 'duty-free heaven', and to allow for construction of casinos at designated tourist destinations.
