International students hoping to return to Australia for face-to-face learning are “distressed” by the mixed messaging over quarantine requirements, says Universities Australia Chief Executive Catriona Jackson. The outbreak of the COVID-19 pandemic saw a 40 per cent decline in international student commencements, resulting in up to $2 billion in lost revenue for tertiary institutions.
